7 November 2008Telkom has announced the sale of a 15% stake in cellular operator Vodacom, worth R22.5-billion, to multinational cellular operator Vodafone. The deal, one of South Africa’s largest recent foreign direct investments, will also see Vodacom becoming one of the largest South African companies listed on the JSE.The transaction will see Vodafone’s share in Vodacom increased from 50% to 65%, giving the UK-based cellular operator full control of South Africa’s largest cellular operator by subscriber numbers.Telkom will distribute its remaining 35% stake in Vodacom to its own shareholders by way of an unbundling process, and investors will for the first time have direct equity in Vodacom.Major foreign direct investmentCommunications Minister Ivy Matsepe-Casaburri said the sale represented one of South Africa’s largest recent foreign direct investments and signalled Vodafone’s confidence in the future of the country.“Furthermore, it enables Telkom to speed up its deployment of enhanced, fixed and mobile, services to South Africans,” she said.“We are confident that this transaction is beneficial to the nation, as well as to Vodacom and Telkom, and look forward to them entrenching their positions as communications champions across the African continent.”The transaction is subject to approval of 75% of Telkom’s shareholders, as well as competition and industry regulatory authorities. The South African government and the Public Investment Corporation, two of Telkom’s largest shareholders, have already given their support for the transaction.The 15% stake will be sold for R22.5-billion in cash, less Vodacom’s attributable net debt of R1.55-billion. Telkom will distribute half of the after-tax proceeds to its shareholders by means of a special dividend that will be paid out on completion of the transaction, which is expected to take place in the first half of 2009.Unlocking value“The Telkom board is confident that this transaction will unlock significant value for shareholders, and will facilitate the transformation of Telkom into a leading converged information and communications technology player on the African continent,” Telkom CEO Reuben September said in a statement this week.“The retained portion of the proceeds from the disposal will be used to accelerate the development of our mobile and data strategies, while also allowing us to selectively expand our geographic presence.”He said that the shareholders agreement between Vodafone and Telkom placed several significant restrictions on both Telkom and Vodacom, and with that out of the way, Telkom could now act independently.Furthermore, Telkom would no longer be restricted from offering mobile voice services in South Africa or making mobile acquisitions in Africa south of the Equator. 25 February 2013A new South African innovation and technology incubator, JoziHub, aims to promote technological development and entrepreneurship, it was announced at the launch of the project in Johannesburg last week.It is the city’s first technology incubator and was founded by mobile health technology firm Praekelt Foundation.“Technology hubs can play a pivotal role in fostering the emergence of a new generation of African tech entrepreneurs,” founder of the Praekelt Foundation, Gustav Praekelt, said in a statement.“By providing the training, support, facilities and networks required to enable entrepreneurs to turn their ideas into sustainable businesses, incubators such as JoziHub can make an immediate and lasting impact on local innovation and development.”Focus will be given to addressing the country’s most pressing social challenges through the development of internet, social media and mobile technology.Content streams to cater for markets such as health, arts, environment and sustainability and women in technology will also be used to help address these problems, as will the hosting of regular events to bring together experts and entrepreneurs.‘Creating socially minded ventures’“For Johannesburg tech entrepreneurs, the world just became smaller and the path to innovation shorter,” said Omidyar Network partner, Stephen King.Omidyar Network is one of the firms backing the project, along with Google and ISLabs. (i don’t have a large head or lots of hair). Overall though i’d recommend. Update: i didn’t pay £32 for the wig, if i remember correctly i think i paid less than half that. Even though i like the wig, it’s not worth £32 because you couldn’t gets lots and lots of wear out of it. I bought this for a photo shoot that was really gothic and heavily geared towards black and red. I was a bit worried about the bangs when it first arrived, as they are not as shown in the picture, with a side sweeping fringe, however when parted in ‘curtains’ they looked great, and could easily be cut if required to look like they do in the picture. Share Facebook Twitter Google + LinkedIn Pinterest The U.S. Department of Transportation (DOT) has granted drivers who haul livestock a 90-day waiver from a regulation that could have negative effects on animal well-being, a move hailed by the National Pork Producers Council and other livestock organizations.NPPC requested on behalf of the U.S. pork industry and other livestock sectors a waiver from a requirement that certain drivers install Electronic Logging Devices (ELDs) on their trucks. The organization also asked for an exemption from the regulation, citing the incompatibility between transporting livestock and DOT’s Hours of Service rules. Those regulations limit truckers to 11 hours of driving daily, after 10 consecutive hours off duty, and restrict their on-duty time to 14 consecutive hours, which includes nondriving time.“The ELDs regulation poses some serious challenges for livestock haulers and the animals in their care,” said Ken Maschhoff, NPPC President, a pork producer from Carlyle, Ill. “This waiver will give the department time to consider our request that truckers transporting hogs, cattle and other livestock be exempt from the ELDs mandate.“Drivers transporting livestock have a moral obligation to care for the animals they’re hauling.”The Commercial Motor Vehicle Safety Enhancement Act, enacted as part of the 2012 Moving Ahead for Progress in the 21st Century Act, mandated that ELDs be installed by Dec. 18, 2017, in commercial motor vehicles involved in interstate commerce, when operated by drivers who are required to keep records of duty status. ELDs, which can cost from $200 to $1,000, record driving time, monitor engine hours, vehicle movement and speed, miles driven and location information.DOT recently issue an interpretation intended to address shortcomings in its Hours of Service rules, exempting from the regulations and from any distance-logging requirements truckers hauling livestock within a 150 air-mile radius of the location at which animals were loaded. The department soon is expected to publish guidance on the air-mile exemption.

But to describe the current state as war or cyberwar draws emotions at the expense of rational thinking. We are not at war with China, either in or out of cyberspace.Real cyberwar would start with an attack that destroys something valuable or vital, kills people, or both. If the recipient labels the strike an act of war then time for negotiations is over. “Reacting diplomatically and legally to an act of cyberwar is inadequate,” says Stewart Baker, a partner at Steptoe & Johnson and a former assistant secretary for policy at the Department of Homeland Security. “It’s an act of war, we need to treat it as such and respond with our own acts of war.”An example of a true cyberattack was the Stuxnet malware that destroyed centrifuges in Iran’s nuclear facilities. Discovered in 2010, Stuxnet was designed by the U.S. and Israel, according to media reports.We are not under attack by China. The country is not our enemy. It is our economic and political rival. There is no evidence China wants to destroy anything. What it wants is information that provides a trade advantage, and at the moment there’s no better way to get data from U.S. competitors than to let your spies loose on the Internet.Most experts assume the U.S. also hacks China’s computers to gather intelligence. The Brookings Institution, a Washington think tank, has identified two growth areas in the U.S. defense industry, drone manufacturing and the development of malware capable of exploiting software vulnerabilities not yet known to the developer.Governments have always spied on each other, so it’s no surprise that China, the U.S. and many other countries are using the Internet to steal information. Where China goes too far is in hacking U.S. companies. By law, the U.S. government cannot break into the computers of private companies for the sole purpose of taking intellectual property. China has no such restrictions.What We Can DoSo the U.S. is within its rights to use every diplomatic, political, legal and economic tool at its disposal to pressure China to stop hacking private companies – or to at least negotiate an informal agreement that sets limits. While it’s true China holds $1.2 trillion in U.S. debt, the U.S. is also the biggest buyer of Chinese goods. The U.S. is not without leverage here.The Obama administration has already put China on notice. On Wednesday, the White House released its strategy for preventing the theft of U.S. trade secrets. The plan includes ratcheting up diplomatic efforts and making prosecution of foreign companies a top priority.Such pressure could eventually lead to informal agreements that start small and grow in scope as trust builds. A starting point for the U.S. and China could be a ban on the destruction or disruption of critical infrastructure or technology driving the global economic system.In the past, nations have reached understandings governing maritime transportation, air transport, the behavior of navies and international trade well in advance of formal treaties on these subjects, according to a recent paper by Richard Clarke, a former White House adviser on cybersecurity and cyberterrorism, entitled “Securing Cyberspace Through International Norms.” For example, the U.S. and Russia are in discussions to establish a cyber hotline in order to prevent cyberspace activity from escalating into a conflict.In the meantime, the U.S. should move much faster to adopt regulations for securing critical infrastructure and corporate networks. A good start would be passage of the Cyber Intelligence Sharing and Protection Act (CISPA), which would establish rules for sharing cyberthreat information between private industry and government agencies. Such information is important in strengthening defenses.Eventually, China and the U.S. will draw lines in cyberspace that neither will cross. The Indian men’s 4x400m relay team created a new national record, clocking 3:02.17 seconds at the International Sprint and Relay Teams Cup in Erzurum on Sunday.They bettered the previous record of 3:02.62 seconds set at the 1998 Asian Games in Bangkok.WOMEN JUMP TO WORLD NO 12 Meanwhile, the Indian women’s 4x400m relay team, who are the reigning Asian Games champion and record-holder, clocked 3:30.16 seconds and jumped to world No 12 in the rankings, to emerge as strong contenders for a qualification berth for the 2016 Rio Olympic Games.B TEAMS’ STRONG SHOWING Earlier, the Indian team management decided to field two teams each in both the relay events for more options. The men’s second team (B team) clocked 3:06.61 seconds while the women’s second team (B team) finished with a timing of 3:34.45 seconds.While the men’s relay team is currently placed No 17, the coaches are of the view that the team is capable of reaching the top-12 rankings with a couple of more races.As per the IAAF regulations, only the top-16 teams as per qualification norms and word rankings under a stipulated period, will be eligible for participation in the relay events at the Rio Olympic Games.
